Cook soba noodles according to package instructions. Drain the soba noodles, reserving a little cooking water. Stir the noodles with a little butter and pepper (optional step) and set aside. Meanwhile, heat a little oil or butter in a large saucepan or pot. Add garlic and crushed red pepper; cook until fragrant. Add chard and toss to coat. Add bouillon, soy sauce, and 1/4 cup water. Cook, stirring often, until the chard is tender, approximately 5 minutes. Stir in the noodles and toss well.
